Army Percentage

Just wanted to check when you have a percentage either minimum or maximum listed for a unit type is the a percentage of the amount of units or of the army cost, say 150 points, so say one unit of mounted men at arms at 10% would be 15 points which would equate to just over one unit ?

The percentages for minimum and maximum refer to the total number of units including command units. For example, an army of 20 units including 4 command units, which can have a maximum of 20% heavy cavalry can have up to 4 units of this troop type.
